You may think you know, but you have no idea what your leaders are dealing with. Instead of criticizing them, ask what you can do to improve the business.
Judge people based on the success of the people around them. Judge new hires based more on what they've done and less on what they say.
Pay less attention to words and more attention to results. If you have to think hard about a candidate, it's a good indication that you're trying to talk yourself into why they'll be successful when their results don't back it up.

Stop trying to change people. Stop deluding yourself and remember that the best predictor of future behavior is past behavior. Better to put that energy into changing yourself.
